Kesiapan Instansi dalam Pembentukan Unit Pelayanan Informasi di Pemerintah Kabupaten Asahan

Urgensi pembentukan Unit Pelayanan Informasi pada organisasi pemerintah merupakan upaya untuk mendukung terlaksanya Undang-Undang Keterbukaan Informasi Publik yang mengamanatkan lahirnya sebuah sistem manajemen informasi, terkait dengan permohonan, pemrosesan dan penyampaian informasi dari dan kepada publik. Penelitian kesiapan instansi dalam pembentukan unit pelayanan informasi di pemerintah Kabupaten Asahan, merupakan penelitian yang bersifat desktiptif kuantitatif dengan metode survey dan alat ukur berupa kuesioner. Penelitian ini menggunakan model analisis kesiapan Mutula dan Brakel yang mengukur kesiapan berdasarkan 5 segmen penilaian, yaitu enterprise readiness segment, human resources readiness segment, information readiness segment, ICT readiness segments dan external environment readiness segment. Penelitian dilakukan dengan melibatkan 17 (tujuh belas) instansi di lingkungan Pemerintah Daerah Kabupaten Asahan sebagai responden aktif. Hasil penelitian menunjukkan bahwa tingkat kesiapan responden dalam membentuk sebuah unit pelayanan informasi berada pada skala rata-rata 3,23 yang artinya bahwa rata-rata instansi cukup siap untuk membentuk unit pelayanan informasi

PENEGAKAN HUKUM PENANGANAN GELANDANGAN DAN PENGEMIS MENURUT UNDANG-UNDANG DASAR 1945 DAN HUKUM PIDANA

The criminal law enforcement in handling the vagabonds and the beggars should be in harmony with the higher regulations and with the values of the living law. Moreover, the implementation of article 34 of the 1945 Constitution and the policy if the legal provisions in the law abiding in the society, such as the law of the national social security system and the law of people’s prosperity which can contribute to the abolishment of poverty. The result of the research showed that the functionalization of the criminal law (law enforcement) against the vagabonds and the beggars was not maximal enough because the process of putting the criminal law in to operation was directed to punishment and not to development. Hierarchically, article 504 and article 505 KUHP are not restricted and efficient use of its implementations because they are not contrary with the high regulation. In principle, the vagabonds and the beggars do not violate the law; it can be said that and action cannot be categorized as illegal if there is no illegal intention so that it is true when the action is de-discrimination because no one complains because of their action.Key words: Law Enforcement, Vagabonds, Beggars, 1945 Constitution, Criminal Cod

TANGGUNG JAWAB NEGARA TERHADAP PENGAWASAN BANTUAN SOSIAL SELAMA PANDEMI COVID-19

Kondisi pandemi Covid-19 mengharuskan negara untuk lebih fokus dalam perlindungan warga negara terutama perihal pengeloaan bantuan sosial.Kerawanan itu muncul karena biaya yang dianggarkan untuk bansos sangat besar. Sementara pengawasan penyaluran dana bansos tidak ketat.Tujuan penulisan ini untuk mengetahui secara konseptual pengawasan bantuan sosial dalam perspektif hukum beserta peran masyarakat dalam pengawasan. Hasil kajian ini menjelaskan bahwa perlunya pengawasan yang dilakukan oleh masyarakat maupun oleh lembaga pemerintah yang bertugas mencegah tindakan korupsi dan memeriksa keuangan negara terutama untuk memantau realokasi anggaran dan implementasinya dalam penanganan Pandemi Covid-19. Lembaga yang dimaksud adalah Komisi Pemberantasan Korupsi (KPK), Badan Pemeriksa Keuangan (BPK), dan Badan Pengawasan Keuangan dan Pembangunan (BPKP).Kata Kunci: Pemerintah, bantuan sosial, pengawasan, korups

Analysis of Difficulty Level of Physics National Examination's Questions

This study aimed to determine: (1) the difficulty level of items in physics National Exam of 2013 (2) physics materials that were difficult and very difficult. The subjects were all students of science major in third gradeat SMAN Banda Aceh in the academic year of 2013/2014. The samples were 10 randomly selected senior high schools. The data were obtained through analyzing the answers of physics National Examin 2013. The results showed that (1) the high school students in Banda Aceh experienced difficult and very difficult level questions to be answer in the 2013 exam, (2) thedifficult materials were: free fall, the potential energy and series of obstacles. The very difficult materials were: the rotational motion, motion and force on the pulley, effort, fluid, sound intensity, transformer, atomic theory, quantum theory, relativity, fusion and radio isotopes

Pengaruh Teknologi dan Literasi terhadap Komunikasi Siswa Sekolah Dasar

Saat ini perkembangan teknologi berkembang dengan begitu pesat sehingga dapat dijadikan sumber literasi bagi siswa yang ingin menambah pengetahuannya. Literasi dapat dijadikan salah satu acuan untuk melihat keterampilan komunikasi siswa sekolah dasar. Keterampilan komunikasi ditunjukan dengan kemampuan memproses informasi, mengintegrasikan pikiran dan ucapan, dan beradaptasi dengan lingkungan. Meskipun demikian, literasi masih menjadi hal yang sulit untuk diterapkan dikalangan siswa sekolah dasar. Tujuan penelitian ini adalah untuk melihat pengaruh teknologi dan literasi terhadap keterampilan komunikasi siswa sekolah dasar. Metode yang digunakan dalam penelitian ini adalah metode analisis dengan kajian literatur yang bersifat deskripsi melalui berbagai kajian kepustakaan dalam memperkuat analisis yang didukung dari berbagai sumber. ABSTRACTClaims are an important aspect of underwriting. This is of course explained by the fact that this is a form of guarantee provided by the company as guarantor to the guarantor (Makful Lahu). Failure to claim claims or cancellation of Makful Lahu's right to claim claims is common. This is usually caused by submitting a claim that is not in accordance with the existing terms and conditions. For this reason, the research method used is interviews which aim to find out the factors that cause non-payment of claims or those that cause the cancellation of Makful Lahu's claim rights against claims (Ta'widh). Through this journal, it is expected to provide information regarding the disbursement of claims. Pengaruh harga pokok penjualan terhadap laba kotor pada PT. PP London Sumatera Indonesia Tbk periode 2010-2017

Latar belakang masalah dalam penelitian ini adalah naik turunnya antara harga pokok penjualan terhadap laba kotor pada PT.PP London Sumatera Indonesia Tbk periode 2010-2017 yang menunjukkan bahwa tidak setiap kejadian sesuai dengan teori yang ada. Rumusan masalah dalam penelitian ini adalah “Apakah Harga Pokok Penjualan Berpengaruh Terhadap Laba Kotor pada PT. PP London Sumatera Indonesia Tbk periode 2010-2017”. Tujuan penelitian ini adalah untuk mengetahui pengaruh harga pokok penjualan terhadap laba kotor pada PT. PP London Sumatera Indonesia Tbk periode 2010-2017. Pembahasan penelitian ini berkaitan dengan bidang ilmu akuntansi dengan topik pembahasan adalah pengaruh harga pokok penjualan terhadap laba kotor pada laporan keuangan PT. PP London Sumatera Indonesia Tbk periode 2010- 2017, sehubungan dengan itu, pendekatan yang dilakukan adalah teori-teori yang berkaitan dengan laba kotor, seperti pengertian laba kotor, faktor-faktor yang mempengaruhi laba kotor. Kemudian harga pokok penjualan seperti pengertian harga pokok penjualan, faktor-faktor yang mempengaruhi harga pokok penjualan, metode penghitungan harga pokok penjualan. Jenis penelitian yang digunakan peneliti adalah penelitian kuantitatif, Sumber data yang digunakan dalam penelitian ini adalah data sekunder dengan bentuk laporan keuangan dari PT. PP London Sumatera Indonesia Tbk, sampel yang digunakan berjumlah 30 data sampel, teknik pengumpulan data adalah laporan keuangan publikasi triwulan yang dipublikasikan PT. PP London Sumatera Indonesia Tbk periode 2010-2017. Data diperoleh melalui situs resmi Bursa Efek Indonesia (BEI), yaitu www.idx.co.id. Kemudian diolah dengan bantuan SPSS Versi 23. Teknik analisis data dengan metode uji normalitas, analisis statistik deskriptif, uji koefesien determinasi (R2), uji hipotesis (uji t), dan uji regresi sederhana. Berdasarkan pengukuran uji hipotesis (uji t) dapat disimpulkan bahwa harga pokok penjualan berpengaruh terhadap laba kotor yang dibuktikan dengan thitung > ttabel = 3,214 > 2,048, maka Ha diterima dan H0 ditolak. Nilai R Squer sebesar 0,788 atau 78,8% artinya persentase sumbangan pengaruh variabel X (harga pokok penjualan) terhadap variabel Y (laba kotor) sebesar 78,8%. ABSTRACTInsurance is a means of disseminating the „âqilah system to the government, companies, institutions and professional institutions. There are verses of the Koran instructing Muslims to prepare for a better tomorrow by investing in sharia life insurance. Unit Link is a favorite product for tax regulation. If you buy mutual funds/shares directly according to United States law, you will be directly subject to income tax from the profits of the mutual funds/shares and this benefit does not exist in Indonesia. In Indonesia, purchases of mutual funds/shares are not subject to tax so that the tax difference between unit link purchases and mutual fund purchases has not been felt. From this background, there are several problems which are formulated as follows: how is the law investing in unit link-based sharia life insurance? This research uses a qualitative type of library research. The data collection method uses the documentation method, the approach method uses analytical normative juridical and conceptual (concept approach). Methods of data analysis using descriptive method. Analyzing the problems that the researchers have tried to bring out, it can be concluded that the concept of investing in unit-link-based sharia life insurance is the activity of investing assets in the form of assets as tabarru' with an effort to protect each other and help a number of people or parties who provide return patterns facing certain risks through contract in accordance with sharia principles where the unit link becomes an investment instrument; Sharia life insurance is a new type of contract that has never existed during the development of Islamic fiqh, where there are differences of opinion among scholars who prevent and forbid life insurance; and with its current status, life insurance has an intolerant premium, so a life insurance contract is more of a speculative contract that contains elements of gambling (gambling) and betting.Keywords: Syariah Life Insurance, Unit Lin
